Performance Marketing for Higher Education, Measured in Enrollments

Paid advertising can fill an intake or burn through a budget, depending on how it is run. I plan and manage performance marketing for higher education institutions across Google, Meta, LinkedIn and YouTube, and judge every campaign on the measures that matter to your institution: cost per application and cost per enrolled student, not clicks and impressions.

  • 200+ institutions
  • 12+ countries
  • 50,000+ students enrolled

Vanity metrics vs enrollment metrics

Many education campaigns are reported on numbers that look good but say little: impressions, reach, clicks, click-through rates and even cost per lead. A campaign can produce thousands of cheap leads that never apply.

  • Vanity metricsImpressions, reach, clicks, followers, cost per click, raw lead volume.
  • Enrollment metricsQualified leads, cost per application, application-to-enrollment rate, cost per enrolled student and return on marketing spend.

I set up campaigns and tracking so that the second list is visible, and I optimise towards it.

Channels and how I use them

Google Search and YouTube

Search captures students actively looking for programmes, exams, fees and admissions. I build campaigns by programme and intent, with tight keyword lists, strong ad copy and dedicated landing pages. YouTube carries programme explainers, student stories and faculty videos to the same audiences, and remarketing keeps your institution in view while they decide. Platform rules and features change often; the Google Ads Help Centre is the official reference.

Meta (Facebook and Instagram)

Meta reaches large student and parent audiences, including in regional markets. I use lead forms and landing pages, strong creative made for mobile, and careful audience testing. Fast follow-up is essential because Meta leads are often earlier in their decision.

LinkedIn

For postgraduate, executive and working-professional programmes, LinkedIn targets by job title, industry and seniority. It is more expensive per click, so campaigns are focused on high-value programmes.

Remarketing

Most students visit several times before they enquire. Remarketing across Google, YouTube and Meta reminds them of deadlines, scholarships and open days.

How I structure higher education ad campaigns

Campaign structure decides what you can measure and control. I organise accounts so that every programme, market and audience can be judged on its own results:

  • By programmeSeparate campaigns or ad groups for each programme or programme group, so a strong MBA campaign does not hide a weak BCom campaign.
  • By marketSeparate budgets for priority states or countries, with ads and landing pages in the right language and with local details.
  • By intentBrand searches, programme searches, competitor and comparison searches, and remarketing kept apart, because each has a different value and cost.
  • By funnel stageAwareness campaigns judged on reach and engaged views, lead campaigns judged on cost per qualified lead, and conversion campaigns judged on applications.

This structure makes weekly decisions simple: increase what produces applications, fix or pause what does not.

Feeding enrollment data back into ad platforms

Ad platforms optimise towards whatever you tell them is a success. If they only see form submissions, they find people who fill in forms. I connect your CRM to the platforms, using offline conversion imports in Google Ads and the Meta Conversions API, so that applications and enrollments are reported back. Over time, the platforms learn to find students who actually enroll.

Budget planning by programme, market and intake

I plan budgets backwards from enrollment targets. For each programme and market, we estimate how many enquiries and applications are needed and what each costs, then pace spend across the admission cycle: lower during awareness months, highest when students decide, and focused on conversion near deadlines. Budgets move weekly towards the campaigns producing applications.

Creative and messaging

Strong creative matters as much as targeting. I write and brief ads that lead with what students care about: outcomes, scholarships, campus life, flexibility and clear next steps. Every campaign tests several messages and formats, and the winners get more budget.

Results

Up to 55% lower cost per qualified lead across 8 markets for a college group.

Frequently asked questions

What budget do we need for performance marketing?

It depends on your programmes, markets and enrollment targets. I estimate the budget needed to reach your target, and I often recommend a smaller test budget first to prove which campaigns work.

Do you run campaigns in our accounts?

Yes. All ad accounts stay in your institution’s name, and you pay the platforms directly. You keep full access and ownership.

Are there advertising rules for education?

Yes. Ad platforms have policies on claims, personal data and targeting, and some markets have rules on advertising to minors. Claims such as rankings, placement rates and “guaranteed admission” must be accurate and supportable. I review every campaign against platform policies and keep proof for each claim.

How soon will we see results?

Search campaigns can produce enquiries within days of launch. Optimising towards applications and enrollments takes a few weeks of data, and improves through the cycle.

Can you work with our existing agency?

Yes. I can audit your agency’s campaigns, set targets based on applications and enrollments, and review its reports each month. Some institutions keep their agency for creative production while I manage strategy and optimisation. The aim is better results, not a change of supplier for its own sake.
